How this chapter is written
I am not going to characterize this county's schools with an adjective. I am going to publish the state's own numbers and let you decide, because that is the only version of this conversation that is useful to somebody about to spend money.
Two things are true at once here, and a buyer needs both: the published performance grades are difficult, and the recent trend on several measures is genuinely improving. Any source that gives you only one of those is selling you something.
Edgecombe County Public Schools
| Schools | About 20 |
|---|---|
| Enrollment | 6,310 (2024–25, NCES Common Core of Data) |
| Teachers | 401.96 FTE, roughly 15.7 students per teacher |
| Superintendent | Dr. Andy Bryan |
| 2025–26 School Performance Grades | 19 schools graded: 2 A, 0 B, 3 C, 8 D, 6 F |
| The two A schools | Edgecombe Early College (94), EDGE Academy of Health Sciences (92) |
| Low-performing designations | 11 schools state-designated low-performing; 10 of those continually low-performing. The district itself is one of only 10 low-performing districts statewide in 2025–26. |
Sources: NCDPI accountability data sets and 2025–26 low-performing designations; NCES CCD district 3701320.1
A definitional point worth getting right
Fourteen schools received a D or F, but only eleven are state-designated "low-performing." The designation accounts for growth: West Edgecombe Middle and Coker-Wimberly both received a D but exceeded growth expectations and are therefore exempt, and Fairview (F) is a PK–2 school with no growth status. If you see "fourteen failing schools" quoted somewhere, that is the grade count, not the state designation.
The improvement, which is also real
From the district's own September 2026 release:2
- Four-year cohort graduation rate: 84.1 percent, up from 81.6 percent, and up 7.3 points since 2023.
- 14 of 18 schools met or exceeded growth expectations.
- Combined ACT and WorkKeys performance up 11.2 points, to 42.4 percent.
A seven-point graduation-rate gain in three years is not a rounding artifact. It is also not the same thing as a proficiency turnaround. Both statements are true.
Three things this site will not do on schools
Publish a school assignment for a specific address. Attendance-zone redistricting on the Rocky Mount side following the 2024 district split is not finished — draft options ran through May 2025 and I cannot verify a final map. Get the assignment in writing from the district, for the address, dated.
Rely on a school-rating website. Most of them have not re-baselined since the Edgecombe portion of Rocky Mount left Nash-Rocky Mount Public Schools on July 1, 2024. A rating built on a pre-split enrollment is describing a district that does not exist.
Claim school closures or consolidations. I found no evidence of any and will not repeat a rumor.
Edgecombe Community College
This is a genuinely strong asset and it is under-marketed by everyone including the county.3
| Tarboro Campus (main) | 2009 W. Wilson St., Tarboro — 120 acres, 12 buildings |
|---|---|
| Rocky Mount Campus | 225 Tarboro St., Rocky Mount — one city block, 3 buildings. ECPS's EDGE Academy of Health Sciences is co-located here. |
| Enrollment | 1,782 curriculum students (Fall 2025); 3,245 continuing education (2024) |
| Offerings | 50 degrees, 21 diplomas, 51 certificates; roughly 13:1 student-faculty ratio |
Programs worth knowing about if you are moving a household here:
- Biotechnology (AAS), based in the Barnes Building on the Rocky Mount campus, with a 1+1 pathway to Pitt Community College. A real tie-in to the region's pharmaceutical and biotech employers.
- A deep health-sciences bench: ADN nursing plus the RIBN BSN pathway with East Carolina University, Radiography (holding maximum eight-year accreditation), CT, MRI, Respiratory Therapy, Surgical Technology, Physical Therapist Assistant, Dental Hygiene, and EMS.
- Advanced manufacturing and trades: Applied Engineering Technology, Industrial Systems, Electrical Systems, Welding, Supply Chain Management, and ApprenticeshipNC.
- Basic Law Enforcement Training and fire programs.
- Named a top-150 Aspen Prize–eligible college for 2025.
One thing ECC does not offer
There is no CDL or truck-driving program at Edgecombe Community College. It is an obvious thing to assume next to an intermodal terminal, and it is not true — the only related item I found was a 2024 career-exploration event that featured a CDL simulator. If a CDL program is part of your household's plan, look elsewhere and confirm directly.
Healthcare — and a closure story that is about a different county
ECU Health Edgecombe Hospital in Tarboro is open, with inpatient care
Per the NC DHHS Division of Health Service Regulation's "Hospitals by County" list as of March 5, 2026: ECU Health Edgecombe Hospital, 111 Hospital Drive, Tarboro — License H0258, CMS Provider 340107, 101 general beds plus 16 rehabilitation beds, 117 total, with one C-section operating room, five shared inpatient/ambulatory ORs and two endoscopy rooms.4 A licensed C-section OR and 101 general beds is direct regulatory evidence that inpatient services are intact. ECU Health marked the hospital's 40th anniversary in November 2025.
Current services include a 19-bed emergency department, an 8-bed ICU, a birthing center, an onsite cancer center (Heritage Cancer Care, with the ECU Brody School of Medicine) and rehabilitation. It is the only licensed hospital physically located in Edgecombe County.
The closure story people repeat is real, and it is about Martin General Hospital in Williamston, Martin County, which closed in 2023 and remains closed. ECU Health and Martin County have been working toward reopening it as a Rural Emergency Hospital, with $25 million appropriated by the legislature in July 2026. Different county, different hospital. If someone tells you "the hospital out there closed," this is almost certainly what they are half-remembering.
The larger facility for the region is UNC Health Nash, licensed as Nash General Hospital at 2460 Curtis Ellis Drive in Rocky Mount — on the Nash County side. License H0228, Provider 340147, 345 licensed beds (262 general, 44 psychiatric, 16 substance abuse, 23 rehabilitation).4 Also in Nash County: PAM Specialty Hospital of Rocky Mount, a 50-bed long-term acute care facility.
A "395 beds across five hospitals" figure circulates for UNC Health Nash. It could not be verified and does not match the single 345-bed license the state regulator publishes, so this site does not use it.
County services and the town-versus-county trade
Inside a town — Tarboro, Princeville, Rocky Mount, Pinetops, Whitakers and the smaller municipalities — you generally get municipal water and sewer, town trash pickup, town police, and a municipal property tax rate on top of the county's $0.89 per $100.
Outside a town you pay the county rate plus the fire district tax for the parcel's district (7 to 14.5 cents per $100 across the county's 14 fire districts in NCDOR's FY2025-26 table), and you take on private well and on-site septic, sheriff's-office response rather than town police, volunteer or district fire coverage, and your own solid-waste arrangement. That is a real annual saving and a real set of responsibilities. Neither is better; they are different products.
Internet is the modern version of this question. Availability in the rural townships is uneven and coverage maps overstate it. Call the provider with the exact address before you commit to a remote-work plan. This is the item that most often surprises a relocating buyer here.
Nobody moves to a county because of its school report card. But people do move away because of one they did not look at first. Look at it, get the assignment in writing, and decide with your eyes open.
Questions about a specific school assignment or service area?
Send me the address. I will tell you what I know, what I would verify, and exactly who to call to verify it.
Data note: School performance grades and low-performing designations are published annually by NCDPI and will change. Enrollment is the 2024–25 NCES figure; the 2025–26 figure could not be verified for this build. Hospital licensure reflects the NC DHHS list dated March 5, 2026. Nothing here is a recommendation about a school for a particular child.
