If you've read our financing guide, you know the loan options for Tarboro — USDA, FHA, VA. This page is the layer on top: the North Carolina Housing Finance Agency (NCHFA) offers down-payment assistance that stacks on the loan you're already getting. Used together, a buyer can pair a zero-down USDA loan with NCHFA help that covers closing costs and reserves.
The whole NCHFA suite fits this market. The NC Home Advantage Mortgage carries no NCHFA sales price limit of its own — only the underlying loan's — and its $158,000 statewide income limit clears the local buyer pool comfortably. The $15,000 1st Home Advantage Down Payment is the program with an actual sales-price cap, a uniform $525,000 statewide, which still covers every entry-level and most historic Tarboro listing.

NC Down-Payment Assistance
These are three separate programs — a buyer qualifies for one, based on eligibility (first-time-buyer/veteran status, household income, or working with a specific partner agency), not on which number is larger. NC Home Advantage Mortgage and NC 1st Home Advantage are 0%, deferred second mortgages, not grants — repayment can become due under certain conditions, such as selling or refinancing. Community Partners Loan Pool terms are set by the partnering local agency. Confirm your household's exact eligibility and current terms with a participating lender.

The programs, in detail
NC Home Advantage Mortgage™ — the base product
A 30-year fixed-rate mortgage at competitive rates with down payment assistance of up to 3% of the loan amount.
- The assistance is forgivable. It's a 0%, deferred second mortgage — forgiven 20% per year at the end of years 11–15, fully forgiven at year 15. You only repay it if you sell, refinance, or transfer the home before year 15.
- Who qualifies: buying a home in NC and occupying it as your principal residence within 60 days; income of $158,000 or less (a single statewide figure, not household-size- or county-dependent — based on the borrowers' income); a credit score of 640 or higher (660 for manufactured homes); and you're using an FHA, USDA, VA, or conventional loan through a participating lender.
- First-time and move-up buyers are eligible. This program has no NCHFA sales-price limit of its own — the underlying FHA/USDA/VA/conventional loan's own limit applies instead; debt-to-income can't exceed 45%.
NC 1st Home Advantage Down Payment — $15,000
If you're a first-time buyer or a military veteran, this provides a fixed $15,000 in down-payment assistance with the NC Home Advantage Mortgage, in place of the 3% (the two can't be combined).
- Same forgivable structure (0%, deferred, forgiven over years 11–15).
- Who qualifies: first-time buyers (you haven't owned a principal residence in the past three years), military veterans, or buyers in a targeted census tract.
- Income limits for this $15,000 program vary by county and household size and are separate from the NC Home Advantage Mortgage's $158,000 statewide figure above. In Edgecombe County: $117,000 for a 1–2 person household, $137,000 for 3 or more. This is also the program that carries the suite's only sales-price limit — a uniform $525,000 statewide.
- First-time buyers complete a short pre-purchase homebuyer education course.
NC Home Advantage Tax Credit (MCC): no longer offered
No longer offered: NCHFA lists the Mortgage Credit Certificate as no longer an active program (NC Home Advantage Mortgage Program Guide, July 2026). Verified as of 2026-10-25 (NCHFA program guide).
Community Partners Loan Pool (CPLP)
For low- and moderate-income buyers, the CPLP can provide up to 25% of the purchase price (capped at $50,000) as a 0%, deferred second mortgage when combined with an NC Home Advantage Mortgage. It is applied for through a CPLP member (a nonprofit or local-government agency), and NCHFA sets the terms. Unlike the 3% and the $15,000, it is not forgiven: it is repaid when you sell, do a cash-out refinance, stop living in the home, or reach the end of the loan term. It can be combined with either the 3% or the $15,000.
How this stacks in Tarboro
A typical entry-level path here: a zero-down USDA loan on a qualifying Edgecombe County home, plus the $15,000 1st Home Advantage assistance to cover closing costs and reserves. The result is a buyer bringing very little cash to the table on a home in a real town.
Check whether the address sits in a targeted census tract
NCHFA's targeted census tract list for Edgecombe County is tract 0204.00 (as of October 25, 2026). NCHFA publishes the list; to check an address, look up its tract on the FFIEC geocoder and confirm the number matches exactly. In a targeted tract the $15,000's first-time-buyer rule is waived (you can own no other property at closing); the amount is the same $15,000, and the income, price and credit limits still apply.

Frequently asked questions
Can I use NCHFA assistance with a USDA or FHA loan?
Yes. The NC Home Advantage Mortgage works with FHA, USDA, VA, and conventional loans through a participating lender. The down-payment assistance layers on top of the underlying loan.
Do I have to be a first-time buyer?
Not for the base NC Home Advantage Mortgage — move-up buyers qualify too. The $15,000 1st Home Advantage Down Payment is limited to first-time buyers, veterans, or buyers in a targeted census tract.
Do I ever have to pay the down-payment assistance back?
The 3% and the $15,000 are 0% forgivable second mortgages (loans, not grants): you repay them only if you sell, refinance, or transfer the home, or stop living in it as your main home, before year 15. They're forgiven 20% per year at the end of years 11–15, so nothing is owed after year 15. A Community Partners Loan Pool loan is different: it is not forgiven and is repaid when you sell, do a cash-out refinance, stop living in the home, or reach the end of the loan term.
What are the income and price limits?
For the NC Home Advantage Mortgage, income must be $158,000 or less — a single statewide figure, not household-size- or county-dependent — and this program has no NCHFA sales price limit at all; the underlying FHA/USDA/VA/conventional loan's own limit applies instead. The separate $15,000 NC 1st Home Advantage program has income limits that vary by county and household size — $117,000 for a 1–2 person household and $137,000 for 3 or more in Edgecombe County — and a uniform statewide sales price limit of $525,000.
What credit score do I need?
640 or higher (660 for manufactured homes).
Is this financial advice?
No. This is general information. NCHFA program terms, limits, and availability change; confirm current details with NCHFA and a participating lender before relying on them.
