Start with the thing that is actually true

Edgecombe County had the highest unemployment rate of all 100 North Carolina counties in July 2026, at 5.5 percent (not seasonally adjusted), tied with Halifax. It was also highest in the state in June, at 5.3 percent.1 The county is designated Tier 1 for 2026 — one of North Carolina's forty most economically distressed counties. So is Nash County.2

I lead with that because everything else in this chapter is more useful once you have it. There are real employers here and there is real infrastructure. There is also a real reason houses cost what they cost, and a buyer who does not know that is going to be surprised by something later.

Tier 1 is not only bad news

Tier 1 status is a distress designation, but it is also an input into several state incentive and tax-credit programs — including the bonus tier of the North Carolina historic rehabilitation tax credit for income-producing properties. If you are restoring a commercial building here, the county's economic ranking is worth money to you. See the Historic Tarboro Brief, Chapter 2.

The CSX Carolina Connector (CCX)

The CCX intermodal terminal is the largest new piece of infrastructure this county has seen in a generation, and most of what is written about it is either a projection quoted as a fact or wrong about where it is.

StatusOpen and operating. Ribbon-cutting November 18, 2021. Runs seven days a week.
CountyEdgecombe County — on the Edgecombe side of Rocky Mount, between Battleboro Road and College Road.
SiteRoughly 330 acres, adjacent to the 1,200-acre Battleboro Business Park.
InvestmentAbout $160 million total — roughly $118 million from NCDOT for site development and roads, about $40 million from CSX.
Crane capacityThree wide-span electric cranes rated at about 110,000 containers a year at opening.
Rail serviceNC Ports runs a daily overnight Wilmington–Rocky Mount Express into the terminal; CSX's Wilmington Midwest Express connects to Chicago, northwest Ohio and St. Louis.

Three CCX claims to be careful with

It is not at Kingsboro. Kingsboro is a separate megasite. The park adjacent to CCX is the Battleboro Business Park.

It is not at Elm City. CCX was originally proposed for Selma, in Johnston County, in January 2016 and relocated to Rocky Mount that July.

The capacity figures conflict. CSX and NCDOT's 2021 opening materials give the crane rating as about 110,000 containers a year. The 2016 project announcement said "more than 260,000 containers per year," and the design engineer cites 264,000 annual lifts. Those describe different things. The honest sentence is "three electric cranes rated at about 110,000 containers a year, on a site engineered toward roughly 260,000 annual lifts."

Every job number attached to CCX is a projection. The 2016 announcement projected 250–300 construction jobs, about 300 terminal operations jobs, and "1,500+ long-term jobs across the state over time." NCDOT's economic-impact evaluation projected up to 1,300 indirect jobs statewide. I could not verify an actual current headcount from any source. Treat all of it as projected, not as employment that exists.

Who actually employs people here

The most reliable public document on this is the county's own audited financial statements. Edgecombe County's FY2025 audit (fiscal year ended June 30, 2025) lists both its economic-development incentive agreements and its ten largest taxpayers.4

Incentive agreements, from the audit

  • Corning Incorporated — agreement requires an $86 million investment in a new Edgecombe County facility and 111 new jobs within five years; the county donated 150 acres; incentives run 2020–2029 at 40 percent of incremental ad valorem, with clawback provisions. This is a distribution center, not an optical-fiber plant. If you see it described as a fiber manufacturing plant, that is wrong.
  • KSLB Holdings (formerly Sara Lee Bakery), Tarboro — $19.8 million expansion, retention of 650 existing jobs plus 108 new. The county paid $168,987 in incentive in FY2025. Roughly 650 to 750 jobs is the defensible range.
  • Claremont Land Holdings — $3.7 million, 130 jobs retained plus 25 new, 2023–2033.

The county's ten largest taxpayers, FY2025

Total county assessed valuation was $3,823,969,891.

Several of the very large names people associate with Rocky Mount — Pfizer, Cummins, Honeywell, Eaton, the Cheesecake Factory Bakery, LS Tractor — are on the Nash County side and are listed as Nash County industries by that county's own economic development organization. They are absolutely relevant to a commute from Edgecombe County. They are not Edgecombe County employers, and this site does not present them as such.

Kingsboro: two announcements, roughly 1,800 announced jobs, zero delivered

The Kingsboro megasite is a large, shovel-ready industrial site in Edgecombe County that is currently seeking a tenant. Its record:

Triangle Tyre — announced 2018 at $580 million and 800 jobs. Withdrew in March 2022 and reconveyed its 400-acre tract to Edgecombe County on May 13, 2022.

Natron Energy — announced by Governor Cooper in August 2024 at Edgecombe Community College, $1.4 billion and 1,000+ jobs. The company shut down entirely in early September 2025, citing funding shortfalls.

If a listing agent, a relocation packet or a news article tells you Kingsboro is bringing thousands of jobs, ask which announcement they mean. Do not buy a house on the strength of it.

One more stale-source warning

The employer headcount tables that circulate for Rocky Mount and Tarboro are from 2018 and 2019, largely uncited, and contain at least four things that are no longer true. QVC is gone — its Edgecombe County distribution center burned on December 18, 2021 (a worker, Kevon Ricks, died), and QVC decided in April 2022 not to rebuild; the site sold for $20.8 million and part of it has since been leased. "Nash-Rocky Mount Public Schools" no longer exists as such. "Nash UNC Health Care" is now UNC Health Nash. CenturyLink no longer operates under that name.

Commute math, from the road network

The figures below are real road-network distances computed against OpenStreetMap data, not straight-line estimates. Durations are free-flow model estimates and are published as ranges, because that is what they honestly are — traffic, weather and construction all move them.

From Tarboro toRoad distanceTypical drive
Rocky Mountabout 16 miles20–25 minutes
Greenvilleabout 27–28 miles35–40 minutes
Wilsonabout 27 miles35–45 minutes
Raleigh (via US-64 W)about 72 miles1 hr 15 – 1 hr 25
Rocky Mount to Raleighabout 57–58 miles55–70 minutes

On the road itself, stated correctly

Raleigh is a US-64 trip, not an I-95 trip. I-95 runs north–south through Rocky Mount and goes the wrong way for Raleigh.

US-64 is a four-lane controlled-access freeway the whole way from Raleigh east past Rocky Mount and Tarboro toward Williamston. But only about 12.9 miles of it — Raleigh to Wendell — is actually signed I-87. From Wendell east it is signed Future I-87 and does not yet meet Interstate standards. The accurate sentence is "a four-lane freeway the whole way, part of the Future I-87 corridor." Not "I-87 runs to Rocky Mount."

Tarboro to Greenville: there is more than one sensible route (US-64 east then south, or the local NC-33 / US-13 path). This site does not name a specific route number for that trip, because I could not confirm which one the routing figure above used. Drive it yourself at the hour you would actually drive it.

What I would tell a commuter

Greenville and Rocky Mount are genuinely commutable. Twenty to forty minutes each way from Tarboro on good road. That is the real functional labor market for someone living here, and it is a much stronger argument than Raleigh.

Raleigh is a real commute, not a short one. An hour and a quarter to an hour and a half each way, on a freeway with real Wake County congestion at the end of it. Some people do it. Most people who buy here on the strength of it stop doing it within two years. If your plan requires a daily Raleigh commute, drive it at 7:15 on a Tuesday before you write an offer.

Remote and hybrid is the honest version of the Raleigh argument. Two days in the office a week at 72 miles is a completely different proposition from five. That is the buyer this corridor actually works for, and it is worth being direct about it rather than selling a daily commute that is unpleasant.

Check internet service at the specific address before you buy on a remote-work plan. Availability in the rural townships is uneven. Do not take a coverage map's word for it — call the provider with the address.

Working out whether the commute math works?

Tell me where you need to be and how often. I will tell you honestly which parts of this county make that work and which do not.

Data note: Unemployment and tier designations are updated on a fixed schedule and will move. Employer information is from the county's FY2025 audited financial statements and reflects that fiscal year. Drive-time ranges are free-flow model estimates from real road-network routing, not measured commutes. Verify anything you are relying on.
